Cheli Ji

King of the western Qiangs, tributary to Wei since Cao Cao's day. Takes Cao Zhen's gold and pearls, consults his two ministers, accepts Ya Dan's advice that the old intercourse obliges them, and raises two hundred fifty thousand trained soldiers — archers, crossbowmen, spearmen, swordsmen, mace-throwers and hammer-hurlers — with the iron chariots drawn by camels and horse teams. He never leaves home; the war is fought by his ministers and lost in a snowstorm.
